Towards DRS in Europe: a crucial tool for meeting ambitious targets. Call for an effective DRS regulation in the PPWR

50 organisations across Europe unite for a robust Deposit Return System (DRS) in the Packaging and Packaging Waste Regulation (PPWR). 

Our aim is to ensure circularity for single-use beverage containers and combat the climate and resource crisis.

As negotiations continue, we urge EU Council representatives to prioritise a solid DRS in the final PPWR wording. 

The European Parliament’s rejection of amendments making DRS voluntary highlights the need for its widespread adoption. Yet, the current wording lacks the ambition needed for effective implementation.

To safeguard a strong DRS in the final PPWR, we advocate for:

1️⃣ Higher 90% collection rate threshold for exemption from national DRSs. 
2️⃣ Elimination of loopholes allowing countries to evade DRS implementation. 
3️⃣ Rejecting ‘digital’ DRS alternatives hindering genuine DRS implementation.

Deposit Return Systems are an invaluable tool with proven effectiveness. They: 

✔️ Ensure beverage container collection rates surpassing 90%. 
✔️ Enable closed-loop recycling and support reuse schemes. 
✔️ Minimise littering, reducing costs for local authorities and resource leakage.
